subjects detained in China.

5. Just as we are concerned about British subjects detained

in China, so have the Chinese expressed concern to us about the

Communists serving prison sentences in Hong Kong. But I repeat

that the sentences of all long-term prisoners in Hong Kong are

remitted solely in accordance with the normal procedure under

prison rules for the review of prisoners serving long-term

sentences.

Submission of Recommendations to Governor

The Medical Officer makes recommendations to the

Commissioner of Prisons for transmission to the Governor.
