I have the honour to request Her Majesty's approval for a change in the substantive membership of the Legislative Council consequent upon the resignation with effect from 20th July 1970 of Mr T.D. Sorby, who until that date had been the Director of Commerce and Industry.

Mr J. Cater, M.B.E., will be appointed to be the Director of Commerce and Industry on about 1st October 1970. Until that date, Mr D. H. Jordan, M. B. E., will act as Director of Commerce and Industry, and in my despatch No. 853 of 18th July 1970 I informed you that I had appointed him provisionally to be a member of the Legislative Council.

I now seek Her Majesty's approval for the substantive appointment of Mr Cater as an Official Member of the Legislative Council from the date of his appointment as Director of Commerce and Industry until 30th June 1971.

Mr Cater has not previously served on the Council. Immediately prior to his forthcoming appointment as Director of Commerce and Industry he will have completed a period of secondment as Executive Director of the Trade Development Council of Hong Kong, and prior to that he was Deputy Colonial Secretary (Special Duties).
