In his despatch at (30) on this file the Governor is seeking the approval of The Queen for the substantive appointment of Mr. J. Cater as an Official Member of the Legislative Council consequent upon the resignation of Mr. T.D. Sorby (see D.I.B. of 8 July at (21)). The latter recently retired from the post of Director of Commerce and Industry and Mr. Cater's appointment to the Legislative Council would, if approved, take effect from the date of his appointment as Director in succession to Mr. Sorby, i.e. on or about 1 October (see D.I.B. of 20 July at (26)), document 30 flags C and A respectively.

Although the Governor gave no notice of these changes in his letter of 12 June (see flag D) the appointment is one related to the post of Director of Commerce and Industry and would appear to be covered in the Governor's general proposals for the reappointment of officials to the Legis- lative Council. I presume we will, however, because this is a new substantive appointment, need to sub- mit this for approval.

As this appears a straightforward appointment and unlikely to raise any problems I have already completed the proforma draft signifying approval.
