The attached Parliamentary Question by Mr. Peter Blaker is for oral reply on 16 November. The Parliamentary Office have asked for the draft reply to reach them by noon on 10 November.

2. A draft reply is submitted which is couched in very general terms. Notes for Supplementaries are also attached and cover a fairly wide range of subjects.

3. A formal reply has not yet been sent to the Hong Kong request for a loan for the development of the airport. It is hoped that it will be possible to couple the bad news about the loan with the good news about assistance with equipment for projected technical institutions. A HK 100 m. contract for

the first stage of the runway extension has recently been awarded to a local Japanese firm of contractors. This has made it impossible for HMG to give any further thought to the question of a loan.

The propost for the appointment of an Ombudsman has

deliberately been excluded from the first Note for Supplementaries

on the grounds that it would be best to say nothing about this

proposal unless specific reference is made to it.

report to the Secretary of State is attached.
