The Governor knows that this question will be raised
by the Parliamentary Under-Secretary and we must expect
resistance both from the Governor himself and also from
his unofficial advisers. During his recent visit to Hong
Kong, the Head of Hong Kong Department suggested to the
Governor that the establishment of such a post would help
to improve Hong Kong's "image" abroad; the Colony is at
present regarded in international trading circles as being
something of a "sweat shop", and this may well have
engendered some of the reluctance of certain Governments
to open their markets tu gools from Hong Kong.
