Ombudsman took up his appointment, exactly what

complaints he would be authorised to investigate,

the manner by which complaints should be

referred to him, the extent of his powers

and the manner in which his reports should be

published.

(f)It will be most important to find the right

man for the job of "Commissioner"

One

possibility (not favoured by the Governor)

is to look for a suitable British barrister.

But whoever is selected for the post would

have to be given a salary on a par with that

of the Colonial Secretary or the Chief Justice.

The Ombudsman in Guyana is a Chinese Q.C. who

was formerly Director of Public Prosecutions.

Mauritius have recruited a Swedish Judge.)

However, what has been done in these independent

countries of the Commonwealth does not necessarily

offer suitable guidance in the care of a wholly

/dependent.
