the decisions on individual cases
where after investigation UMELCO
finds itself in agreement with
the Government department's original
decision. Secondly, there are
the cases governed by policy
decisions where UMELCO cannot go
against Government policy. On the
other hand UMELCO can (as an Ombuds-
man cannot) recommend changes in
policy.
UMELCO has made such recommendat-
ions in one or two cases.
How about cases of mal-administrat mas
ion?
There have not been many. Most
of the cases rectified are cases
where either:
(a) there are marginal considerat-
ions of the application of
policy; or
(b) there have been misunder-
standings between the complain-
ants and the Government depart-
ments.
UMELCO can sometimes get a decision
changed by putting forward new
factors for consideration by the
department. Out of those cases
which could have been dealt with
by a Parliamentary Commissioner
the UMELCO machinery has been
