I mentioned to you this afternoon that there is to be a short debate on the Dependent Territories in the Lords on Tuesday, 9 December. The originator is Lord Shepherd, who has put down a starred question calling "attention to the problems of British Colonial territories, and the need for a full review of policy to improve the economic and social conditions of their peoples."

From what Lord Shepherd has told me he will, I think, attempt to argue that now Fiji has become independent, a greater effort should be made to develop the economies of the remaining Dependent Territories. In his view, they should be turned into "show places".

From what I have heard along the grapevine, Lord Garner intends to speak in the debate. It is a bit too early to say who else will join in.

4. It will be necessary for Lord Lothian to speak for about 15 minutes winding up the debate. You thought that the contents of his speech might be discussed at the next meeting on the Dependent Territories, which sits under the chairmanship of Sir Leslie Monson.
