You should know of the annexed P.Q. by Lord Shepherd about economic and social policy in what I am glad to note that the Noble Lord has the courage to call "the British Colonial territories".

I have had a preliminary Thursday rather than tomorrow. talk with Mr. Godden and have some ideas about handling the P.Q. which I would like to raise at the Wigwam. Among other things, we shall need to consider what part should be played within the F.C.0. family by the former O.D.M. and this may be one of Lord Shepherd's underlying motives.

I also suggest that it would be helpful if Mr.Godden could be invited to attend the Wigwam for this item.
