The introduction of compulsory primar

education has been considered but the bi-sessional

system of primary schools, which is necessary to

cope with the numbers, renders truancy difficult

to identify. Proposals, however, are being put tq

forward to introduce legislation under which

parents who refuse to send their children to

school can be compelled to do so.

Public Assistance

The present public assistance

scheme provides rations for some 7,500 families

and individuals at an annual cost of $5 million

but it is now proposed to change over to cash

payments enabling recipients to relate their

expenditure to their particular needs. Arrange-

ments are being made for the secondment of an

official from the British Government to Hong Kong

to advise and assist in the introduck of the

new scheme.

Health Services

Poduct of the

Health services in Hong Kong are better than int

any other Asian territory. The standard of

medicine is exceptionally high and in some

specialities, for example general surgery and

radiology, the Colony has doctors equal to the

best in the world. In 1969 there were 3.97

hospital beds per thousand of population and it

is expected that the target of 4.25 beds per

thousand will be achieved by 1972 at the end of

the current 10 year development programme. The

policy of the Government is to provide directly

or indirectly low cost or free medical and personal

health services to those who cannot afford to pay.
