About 1.7 million people (40% of the population)

live in Government and Government aided housing.

Efforts are being made to rehouse the squatter

population estimated at about 550,000. The provision

of sufficient housing accommodation, however, is a

continuing problem owing to immigration and a high

birth rate (which, however, has been falling steadily

over the last decade,) and to movement out of over-

crowded pre-war tenements into modern accommodation.

Education

At present fees in Government and Government

aided primary schools are low but it is hoped that

arrangements will be made for primary education to

be provided free of charge in 1971 for the 500,000
