Constitutional Development (for use in response to specific

questions).

In the special circumstances of Hong Kong there can be

no constitutional progress towards self-government. Given

this limitation on political development, the Government of

Hong Kong are fully alive to the importance of associating

the people of the Colony with the conduct of their affairs.

Defence

For many years Hong Kong has had its own garrison.

Present planning for the Far Eastern theatre envisages no

diminution in either the strength or effectiveness of that

garrison.
