unimportant or too urgent. He may act contrary to the advice

given by the Council but any such cases must be reported fully

to the Secretary of State.

Official and 13 Unofficial Members (all nominated).

Governor, as President of the Council, has an original and

a casting vote.

The power to legislate rests with the Governor

"by and with the advice and consent of the Legislative

Council".

The Crown however reserves the power of disallowance

and the power to legislate by Order in Council for the peace,

order and good government of the Colony.

Economic Structure

Hong Kong is firmly established as a light industrial

economy based on exports. It retains a very considerable

entrepot trade serving South East Asia and the Far East.

Domestic exports in 1969 were £723 m. and re-exports

£184 m. Imports were £1044 m.

42% of all exports in 1969 went to the USA and 14% to

the United Kingdom.
