established in 1911; English is the language of instruction.

The Chinese University, inaugurated in 1963, is a federal

university in which the principal language of instruction is

Chinese; it is an amalgam of three existing colleges which

are being brought together on one site in the New Territories.

There is a University Grants Committee to advise on the need

and extent of public financial assistance to the two

Universities.

Social Welfare

19. The population "explosion" since the early 50's has involved very considerable public expenditure on keeping up

with the vital needs in the fields of medical services, housing and education, and it has not been realistic (and it

is still not realistic today) to plan for the establishment

of fully comprehensive social welfare services, much less the

social security services normally associated with the

"Welfare State".

20. The Government conceives its role (and that of its Social Welfare Department) as the study and assessment of

social welfare needs and the provision of help and leadership

to the substantial efforts of voluntary organisations in this

field. These efforts are co-ordinated by the Hong Kong

Council of Social Service with which the Department of

Social Welfare maintains close contact.

The Executive Council has recently approved in principle

a revised Public Assistance Scheme estimated to oost abcut

£1.5m. in its first full year of operation.
