of primary school leavers go on to Government or aided schools or to subsidised places in private schools, and another 57%
or so find places in private secondary schools.
Given the
strong industrial orientation of the Hong Kong economy,
increasing emphasis is being given to post-primary technical
education.
Technical Education
16.
Currently, facilities for technical education are at
three levels. Junior technical schools (a recent develop-
ment) provide pre-vocational education from the age of 12 at
the skilled operative level;
technical institutes provide
for the training of craftsmen;
the Technical College provides
courses leading to College and overseas diplomas and to
associate membership examinations of many British professional
institutions.
17. A Polytechnic Planning Committee was set up last year
under the Chairmanship of P.Y. Tang, an industrialist and
member of Executive Council, to investigate the requirements
of higher technical education. This committee has been
working hard to devise suitable procedures for the creation
of a second institution complementary to the existing
Technical College. It is intended that both should operate
under a new system of administrative control to ensure a
proper degree of flexibility and co-ordination between the two.
Universities
18. Hong Kong has two Universities.
The University of
Hong Kong (of which Kenneth Robinson is Vice-Chancellor) was
