4. The detailed reasons for the decision to reorganise the Office are set out in the attached memorandum which was prepared for the Hong Kong

Executive Council. An abridged version is given in the proposed press release, a copy of which is also

attached. Paragraph 3 of the latter does, I think, require to be amended by a small addition saying

that the plan has also been agreed with the Foreign and Commonwealth Office.. I am taking up this point

telegramo by telephone with Hong Kong.

5. I shall be liaising with Mr. Sedgwick over the

issue of the press release.
