I would feel very much happier if we could persuade ODM to agree to the line advanced in Sir Leslie Monson's minute of 15 December of taking over responsibility also for Hong Kong pensions and thus simply being able to include all the dependent territories in the proposed scheme rath than having to produce unconvincing and potentially embarrassing arguments as to why it is appropriate that they (or some of them) should be left out.

5. I have in addition one brief comment on paragraph 4 of your minute of 19 December. to me that the ODM's refusal to contemplate taking over responsibility for pensions in respect of post- independence service by expatriates is misguided.
I would have thought that it would be worth the FCO's while to press them to change their. mind on this for the reasons given in paragraph 2(a): of your letter of 20 November.
