We await the comments of the Labour Adviser who has, in the meantime, however, visited Hong Kong and says that he has discussed the difficulties in the proposed legislation with the Labour Department. We have had two reminders by telegram from Hong Kong, the second referring to the fact that the existing legislation expires in June. Mr. Foggon's comments should be with us within a day or two and I doubt from what he has said whether there is any chance of revis- ing the Bill in time for its enactment before the existing law expires. The existing law however having proved entirely ineffective, not much would be lost if it does lapse.

You asked me to prepare a draft reply for Sir James McPetrie to send to the attached letter from Mr. Roberts, Attorney General, Hong Kong. This I have done and the necessary draft is attached; but it has not been easy in the absence of most of the relevant files.

So far as my particular subjects are concerned, the Copyright file is with you; the Consular Relations Bill is not dealt with on our files at all. It is the responsibility of the Consular Department who tell me that Mr. Russell, who dealt with the matter, is away and that the file cannot be found. However, you will recall that we saw the file recently and were asked if we had any comments on a long letter sent by Mr. Russell to Mr. Maddocks. I think this information is sufficient for the purposes of the present exercise.

The Public Order (Amendment) Bill is with Mr. Cruchley.

It was the subject of a recent submission to Ministers and a draft Saving Despatch is already on the file and can be issued as soon as one outstanding query has been disposed of by the Legal Advisers.
