I spoke to you about the attached letter from

Mr. Roberts, Attorney-General of Hong Kong; and you were

good enough to say that you would let me have a draft reply.

The letter suggests that the F.C.O. have not so far reacted on

any of the items mentioned. This, I understand, is not true

and I suggest that the draft should make the point.
