Mr. Rushford has spoken to Mr. Bourne of the Lord Chancellor's Department, and both are prepared to advise that the Rules be made now without further reference to dong King.
2. It appears from folio 24 that the draft is already in print, but that Mr. Cruchley made some further amendments. The date suggested for coming into operation is 1 January, 1970, so it is time to press on. The procedure should presumably be on the lines of that laid down for regulations made by the Secretary of State in paragraph 17 of the special procedure for Statutory and Prerogative Instruments, but the Lord Chancellor's Office should see a copy before the Rules are submitted to the Secretary of State for signature.

2. In the meantime, you may wish to prepare the submission.
