I have seen the copy of your minute of 17 December to Sir James McPetrie about the Statutory Instrument to relating to Hong Kong. This is just to say that from the Secretary of State's point of view I endorse the view that he should if possible be spared this sort of chore, and we should be most grateful if suitable new procedures can be established.
2. In this case the submission want into and came out of the Secretary of State's box without trouble but normally, of course, we would expect such matters to come to us through an Under-Secretary and usually through Lord Shepherd's Office also.
