Eastern District but as we have our full entitlement to space in the office in King's Road opposite the Causeway Bay Magistracy we were told that an application for a branch office in Shau Kei Wan must be considered as a policy issue in the context of this report. The office we have in mind is a minute branch of the former Canton Trust Bank which has been empty for years but which is well situated and would suit us
excellently. We shall need one P.E.S. officer and a caretaker for each branch office but only this; the case for the staff will be put up when the policy point is resolved. We do not at present foresee the need for any other additional branch offices Stanley, for instance, is covered by the occasional use of the C.A.S. office there.

The second issue is the requirement we have come up against for a small amount of money which each C.D.O. can use for a miscellany of purposes usually connected with some community project. Up to now we have managed to get the odd sums needed by asking kaifong leaders for it. They have been generous, but when it comes to going cap-in-hand for a few hundred dollars for lunch for volunteer students doing a hawker survey we have felt a little foolish.

Our application now is for $5,000 for each C.D.C. for next financial year and I am afraid it has all the worst attributes of a request for money except that it is small. We cannot say precisely how it will be spent and we have to ask that C.D.O.s be given considerable latitude in spending it. We have very little basis for our estimate. The type of case when a little money would have been of great help can however be illustrated.
