Discussions during Lord Shepherd's Visit

A few miscellaneous points mentioned to me by the

Chairman of PSC: Sir Charles Hartwell is likely to be offered an extension and to accept it.

The Governor hoped that Princess Alexandra would be be able to visit Hong Kong during 1970 but that it would not clash with the police band's attendance at EXPO.

Proposals for the re-organisation of the Hong Kong office would be put to EXCO soon. It was hoped that Mr. Sedgewick would be permitted to use the new title "Administrative Commissioner" even before the complete re-organisation was put into effect.

The Hong Kong Government had asked for an expert adviser on public assistance even though the Hong Kong Social Welfare Department thought they could cope on their own.

The Governor was sorry they had been slow in making up their minds about Mr. Clarke for the Educational Adviser post.

The Governor hoped that we would arrange for the Commissioner of Police, Mr. Eates, to call on Princess Alexandra during his leave in July.

The Committee on Corruption had endorsed the new Bill. The provisions proposed were severe but no headway could be made without strong powers. There might be some public criticism from university professors etc. but the Governor hoped that the FCO would support the measures resolutely. (In a discussion with the Commissioner of Police Lord Shepherd promised his support.)
