Why did you decide to pay squeeze money? Unless we pay our van drivers wouldn't be able to come out and work, they would be molested, they would be intimidated and if we don't pay the police will jump on our back every minute of the day, sometimes issuing tickets and sometimes even arresting the van back to the police station, so unless we pay we wouldn't be able to operate and no van driver would dare to be employed by me. Interviewer: Is he suggesting then that there is a connection between the police and the syndicate? Interpreter: The syndicate always been telling us that our pay off it reaches the top of police, in other words, the whole bunch of police are involved.

Narrator: These two drivers are Petitioning Mr. C.P. Sutcliffe, who's shortly taking command of the police. They make startling allegations about police involvement in the racket. The drivers acknowledge that the racketeer couldn't have been jailed if all the police were dishonest, but they're determined

to press for an investigation of those who are involved. Their letter contained a list of earnings in one police station from the racket. Superintendent, 6,000 Hong Kong dollars £400 a month, Assistant Superintendent £200 a month, Chief Inspector £35, Inspector £7, Sergeant £6, Corporal £3.10.0d. Motor Cycle Patrol £2, Patrol car driver £1.10.0d., Duty Constable £1. Ma Mo Fi, Chairman of the United Nations Association in Hong Kong is backing the drivers' campaign. He helped draft their petition.
