Thank you for your letter of 3 February

about the designation of the Hong Kong Police

Force.

I can well understand your feeling that wheels

have not turned as fast as they might. But I do

assure you that there have been real difficulties

which, happily, have now been resolved. I am

able to tell you, in strict confidence, that we

have now approached the Palace to see whether Her

Majesty would honour the Hong Kong Police Force

by designating them the Royal Hong Kong Police.

I will keep you informed.
