You wrote to me on 5 February about the further letter which Lt. Cdr. Lynch Maydon sent to the Prime Minister about the title of the Hong Kong Police.
I am, at last, happy to be able to report some progress. We have sent a submission to the Palace asking if Her Majesty's wishes on the following proposals could be informally ascertained:

(a) that the Hong Kong Police/should be accorded

a member of the Royal Family should be approached to accept the appointment in an honorary capacity of "Commandant General" of the two Forces.
There appears to be no reason why Lt. Cdr. Lynch Maydon should not now be informed, in confidence, that we have now put a proposal to the Palace about the title of the Hong Kong Policy and auxiliary Police Forces. I attach a draft, the lines of which have been agreed generally by Lord Shepherd.
The Prime Minister may wish to know that when Lord Shepherd saw Anthony Royle, M.P., (the Chairman of the Anglo/Hong Kong Association who has recently visited the colony) yesterday he took the opportunity to mention this matter to him on a confidential basis. The latter undertook to speak to Lt. Cdr. Lynch Maydon and to persuade him not to table a question on this subject. Royle fully understands the reason for caution and the need for careful timing of this recognition of the Hong Kong Police.
