I attach a formal submission in respect of the proposal to accord the title "Royal" to both Hong Kong Police Forces and for Princess Alexandra to become honorary "Commandant General".

The Prime Minister has decided that after receipt of formal approval from Her Majesty and from Princess Alexandra, the news should be released as soon as possible in reply to an arranged Parliamentary Question. Co-ordinating arrangements would be made with the Governor of Hong Kong so that a simultaneous announcement can be made there. Sir Martin Charteris has advised over the telephone that you would have no objection to this being done.
