Joseph Gerald GILLOW

ANNEXURE "C" to

(42) in GEN/14/194/13

Joseph Gerald GILLOW B.Sc. Herts (Reading), born in

U.K. on 22nd August, 1916, was appointed on contract by the Hong

Kong Government in May, 1965, as a Horticultural Officer of the

Agriculture and Fisheries Department. His services were termi-

nated in July, 1966, when he was found unsuitable for the post.

He unsuccessfully petitioned H.E. the Governor, Members of

Parliament in U.K. and the Secretary of State for reinstatement.

In November and December, 1966, he wrote a letter to the South

China Morning Post and Hong Kong Standard criticising the in-

efficiency of the Agriculture and Fisheries Department in general and accusing the Hong Kong Government of failing to give suffi-

cient reasons for the termination of his services. His public

appeal provoked limited comment locally but attracted the personal sympathy of Mrs. E. Elliott. On 27th May, 1969, he wrote a letter

to the Secretary of the Committee on Colonialism, United Nations, New York, complaining of the unfair treatment he received from the

Hong Kong Government. He also sent a copy of this letter to the South China Morning Post but the newspaper did not print it.

2.

His present address is 44, Station Road, Broxbourne,

Herts., London, N.W.1. He is a close associate of A.M. Ellis and

E. Elliott. It is not known whether he proposes to return to Hong Kong.
