would, therefore, appear to be three courses open to Government.

Refuse Entry

14.

To refuse them entry to Hong Kong would:

(a) Prevent contact with MA Man Fai and other similarly

politically minded personalities;

Prevent their participating locally in activities which

might lead to civil disorder;

(c) Enhance their political image, or make them "martyrs";

(d) Give rise to public allegations of political persecution.

Permit Entry

(a)

To allow them to enter would :

Enhance Shepherd's political image by enabling him to

claim support from the U.K. and elsewhere;

(b) Allow Ellis and Gillow again to air their personal

grievances locally;

(c) Put them in a position to stir up radical youth to

civil disobedience or disorder.

Restrict Period of Stay

It is unusual for the Director of Immigration to limit

the stay of Commonwealth citizens in Hong Kong. Therefore

to do so to these four :-

(a) Would still allow Shepherd to claim support from the

U.K. and elsewhere;

(b) Still allow Ellis and Gillow to press their grievances

locally;

(c) Would, to some extent, enhance their political image ;

(d) Raise public allegations of political persecution, and

would create the problems of how to deal with applications

for extensions of stay, which might be submitted through

lawyers.

RECOMMENDATIONS

The activities of the L.A.C. have aroused little interest

locally if one is to judge by the press. Press publicity and com-
