On 11th July, 1969, Vincent Shepherd and IU Man Pok were
appointed Chairman and Secretary respectively of the L.A.C.
As Vincent Shepherd left Hong Kong for Europe on 19th July, 1969
it appears that he was so appointed to conduct L.A.C. activities
outside Hong Kong
III LEGAL IMPLICATIONS

As regards the legal implications of preventing L.A.C.
personalities entering the Colony, Hon Attorney-General and
the Director of Immigration have given their views, Under
section 11 (1) of the Immigration (Control and Offences)
Ordinance, Cap 243, the Director of Immigration is empowered to
refuse entry to various categories of immigrant One such
category defined in section 11 (1) (g) is "an immigrant suspected
of being likely to promote sedition or to cause a disturbance of
the public tranquillity" An 'immigrant' is defined as "any
person other than a person born in the Colony and in possession of
documentary proof of such birth"
11. Section 22 of the Ordinance empowers the Director of
Immigration to limit the stay of any immigrant entering the Colony.
Section 49 provides for appeals against a decision of the
Director of Immigration under Section 11 (1) and 22 by way of

the Governor in Council.
13. The Committee members now out of the Colony, Ellis,
Shepherd, Gillow and Pradley are immigrants under the Immigration
(Control and Offences) Ordinance. On the strength of their previ-
our activities, Ellis, Shepherd and Gillow might well be classi-
fied as persons whose actions might be construed to some degree as
likely to cause a disturbance of the public tranquillity On the other
