APPENDIX A (1)

LEADERETTE-PRECAUTION TO BE TAKEN AGAINST

BUBONIC PLAGUE HITTING HONG KONG

Bubonic plague in Nga Chong (phonetic) South Vietnam, has spread again. Quarantine has been imposed by the Government against arrivals from Nga Chong. But what about the U.S. army and U.S. aircrafts and army personnel? No announcement has yet been made. We must comment now!

Bubonic plague, which is also known as 'Black Death', is very serious. The U.S. Imperialists are now using bacteriological weapons in their aggression in Vietnam spreading germs. Bubonic plague which has broken out in Nga Chong (phonetic) and Danang has been caused by the U.S. Imperialists.

On the pretext of taking a holiday U.S. Servicemen have conducted activities in Hong Kong. Moreover U.S. aircraft and warships have frequently visited Hong Kong from Vietnam. Will they bring the Black Death to Hong Kong? The possibility that U.S. Servicement could bring the disease to Hong Kong warrants serious attention.

We do not know whether the quarantine imposed by Government on arrivals from plague areas in South Vietnam applies also to U.S. Servicemen, their aircraft and ships, but, as no announcement has been made, it would seem that the Government is taking a 'couldn't care less' attitude on this point. No effective measure has ever been taken against U.S. Servicemen who are conducting activities in Hong Kong. This is extremely dangerous. People may ask; 'What would be the consequences if U.S. personnel should bring plague germs to this densely populated city?

What will happen?' Has the Government ever taken this into consideration?
