Would you please refer to correspondence last year about the recovery from the Hong Kong Government of the extra costs falling on Defence Votes as a result of the reinforcements needed during the internal security situation in the Colony in 1967. As you know, the Deputy Command Secretary in Hong Kong has been discussing our claims in detail locally and they are now being submitted to the financial authorities for approval and payment.
While it appears that this will be a satisfactory conclusion to what has been a long drawn out matter, I am told that local payment of our extra costs will almost certainly exclude the cost of the frontier fence, a matter of some £160,000 or so. You will recolle ot that in his letter of 4th October 1967 to Cass, Hall confirmed Galsworthy's earlier statement that the cost of this fence was not a proper charge to Defence Votes since it was in the nature of an immigration control measure.
I would be grateful, therefore, if you would ascertain whether or not the Hong Kong Government propose to meet our claim for the fence.
If they do not, we shall expect reimbursement from your Votes and perhaps you would confirm that arrangements will be made for this to be effected as soon as possible (although I realize payment may at this stage have to be made in 1969/70).
