2. I now attach at Annex A proposals by the Air Force
artment, which are subject to further detailed examin- ion, for visits by combat aircraft to Hong Kong during 1970/71. You will note that the proposed scale of visits is at present less in 1971 than 1970. However, I under- stand from the Navy Department that it might be possible to deploy an aircraft carrier to the Colony for occasional visits in the latter half of 1971 (my Minute of 28th October (4) is relevant).
3. I have therefore instructed the Assistant Chief of the Defence Staff (Operations) to report on the Air Force Department's proposals at Annex A, taking account of possible naval deployments. Subject to your agreement, I will then authorise Departments concerned to complete detailed examination and planning on the lines proposed, in conjunction with the Commander-in-Chief, Far East. I have also instructed the Assistant Chief of the Defence Staff (Operations) to prepare a draft Submission to inform the Secretary of State and will invite the Defence Secre- tariat to arrange for these proposals to be communicated tô the Governor of liong Kong and for his views on them to be obtained. I will also inform the Commander, British Forces Hong Kong.
