the staffing of the Polytechnic Board and
the Polytechnic and the constituent colleges, including the appointment of a Principal-designate;
such additional supervisory, consultative
and advisory machinery as may be necessary to ensure that the Polytechnic Board and the constituent colleges are enabled to carry out effectively their intended role in the provision of higher vocational education;
(h) the further development of the Technical College; (i) any other relevant matters."
The Committee has been asked to give early consideration to those matters which would enable simultaneous progress to be made on aspects of the matter which need not await their full report e.g. the most appropriate general location for a new institution (to enable a site to be earmarked) and sufficient information on its size and structural features to permit preliminary work on its construction to proceed.

To sum up it seems clear that the proposed Polytechnic must serve the needs of the community: and that it should do this by -
(a) meeting commercial and industrial needs for properly educated
and trained staff, and
(b) responding to the natural and radional desire of very many
people for educational and employment opportunities commensurate with their abilities.
