He has indicated that an afternoon, or another working dinner with the two Vice- Chancellors would be welcome, and would like to visit both Universities and the American faculties, Bailey may of course have already arranged this. I understand also that the Hong Kong Employers' Federation are aware of his visit and Marsh would like to meet them.

To complete his programme he has suggested visiting Macao. As you will see from his Curriculum Vitae (enclosed) March is no stranger to China, and is well known to many members of the older generation in Hong Kong. P. Y. Tang, for one, knew Marsh's father through business contacts.

Marsh has also asked about press arrangements. hoping to meet the Editor of the Far Eastern Economic Review, he wondered whether a Press Conference might be useful.

I do, however, feel that this might best be arranged after Marsh's arrival, and in consultation with him. Finally it has been suggested that he might participate in some public function for the purpose of a lecture or discussion in which he can put across modern management ideas.

I am afraid the foregoing is asking rather a lot but the feeling here is that Marah is worth taking some trouble over, and his ideas on management and technical education may well prove to be of great value in certain fields in Hong Kong. I should be grateful if arrangements could be made for at least some of his suggestions to be fitted into a programme. Time is rather short he leaves for India on 16 October - and it might be best if any programme could be sent to Sir Morrice James, for forwarding, as well as to us. Alternatively Marsh has no objections to being handed his programme on arrival at Kai Tak.
