The draft text telegraphed to Hong Kong (FCO telegram No.760) was reconsidered in the light of Sir Hugh Norman-Walker's telegram' No.901. The question was also considered whether the text would require any amendment to cover the conduct by UK and Hong Kong representatives of matters affecting Hong Kong's commercial relations in such international organisations as the GATT.

The Governor said that he would not seek to secure any amendments of the text in the light of paragraphs (A) and (E) of Telegram No.901. He asked that when a reply was sent to the telegram the point should be made with regard to (A) that in his opinion this was a time to state the constitutional position bluntly although he understood the wish of his officials to ease the task of securing local acceptance of the document With regard to (E) he wanted the point made that there were equal difficulties in the way of retaining sub-paragraphs (A) and (B) of the paragraph which had been omitted. 3. Amendments were agreed to take account of points made in sub-paragraphs (B), (C), (D) and (F) of Hong Kong telegram No.901, as in the revised text annexed (revisions are underlined).
