A draft statement (Annex A) was put in by the Governor as
a basis of discussion and amended first at an internal meeting at which were present,

and again at a subsequent meeting attended by a representative of the Board of Trade (Mr. Hughes) and of the Ministry of Technology (Mr. Carey).

It was agreed that the amended text (Annex B) of the Governor's draft statement would have to be submitted to the Ministers concerned when confirmation had been received from Hong Kong that they had no comments of substance to make on it.
