2. Surely this is not the Adam Watson who used to be in the Foreign Service? But whether he is or not his information is correct. The facts of the case are well known and have been the subject of correspondence between this office and British Leyland. At my request their Export Sales Manager, Mr. L.J. Portman, visited Hong Kong

As a result of what I at the beginning of December 1968. told him British Leyland are stationing a senior salesman here for a few months to lobby the Hong Kong Government and the Transport Advisory Committee.

The General tate revision of the franchise ordinance. Manager of the bus company is being wooed by the Japanese and I fear that the Hong Kong Government will not be averse to ditching the "Buy British clause in the franchise during the forthcoming revision if he asks them. the origins of this clause. I guess it must date from the immediate post-war days although the present franchise ordinance only dates from 1960.
