Export of Restrained Cotton Textiles to Britain: High Hong Kong Cost Content Scheme for Made-ups and Garments - First Quarter, 1969

On the advice of the Cotton Advisory Board, there will be a High Hong Kong Cost Content Scheme for made-ups and garments for the first quarter of 1969 administered basically in the same manner as that for 1968. The yardage available will be 7,212,107 square yards.

The minimum qualifying Hong Kong cost content for this quarter is HK$2.10 per square yard and, in the case of towels, HK$2.40 per square yard.

Shippers are now invited to apply for export authorizations in accordance with the procedures described in the following paragraphs.

No shipper may apply for more than 250,000 square yards. The Department will reject any application for yardage which exceeds this

amount.

A manufacturer approved by the United Kingdom Customs authorities. for Commonwealth Preference purposes may manufacture goods (except towels) for export under this scheme up to a maximum amount of 500,000 square yards. Thus a manufacturer will be able to

(a) manufacture and ship 250,000 square yards in his own

name and in addition manufacture a further 250,000 square yards for shipment by other exporters; or

(b)

manufacture the whole 500,000 square yards for shipment by two or more exporters.

A towel manufacturer approved by the United Kingdom Customs authorities for Commonwealth Preference purposes may manufacture towels only up to a total of 125,000 square yards for export in his own name or for shipment by other exporters. Over-application by a manufacturer will be treated in the manner described in paragraph 4.

Each individual application must be for a minimum quantity of 50 dozens in the case of garments or 5,000 square yards in respect of made-ups, Applications for smaller quantities will be rejected.

Each application for an export authorization must clearly and fully describe the goods under application. The range of sizes must be given and, if possible, the invoice description should be used. The relevant United Kingdom Customs authorities approved line number, or, in the absence of this, the manufacturer's reference number, must be quoted in all cases. Applications containing inadequate or misleading descrip- tions may be rejected.
