· Under these circumstances, they kindly request
the government of Hong Kong to authorize the export of additional "ex-ceiling" quantities of the products lis-
ted in the annex of the 18th November, 1968, agreement
under Benelux category numbers B1 to Bồ inclusive.

The governments of the Benelux countries are
ready, until the end of the year, and in special dero-
gation to their note dated 8th January, 1969, to issue
freely import licences for these categories of cotton
textiles.
In this instance, they requ....... the Department
of Commerce and Industry's cooperation for issuing ex-
port licences upon presentation of certified copies of
the corresponding Benelux import licences. A specimen
of such-Benelux licences will be forwarded to the De-
partment of Commerce and Industry at an early date.
Should those proposals meet with the Hong Kong
government's approval, the suggested arrangement could
be implemented forthwith.
Moreover, the Netherlands and Belgian govern-
ments wish to place the problem of trade in unbleached
