With reference to Brussels telegram 20 of

18th March 1969 to Hong Kong, arrangements have now been made between the Benelux and Hong Kong author- ities for the licensing ex-quota of cotton fabric exports from Hong Kong needed for the Dutch re-export trade. I attach copies of notes exchanged recently between the Benelux Consuls in Hong Kong and the Commerce & Industry Department agreeing these arrangements.
