Anglo Benelux Agreed Minute on Trade

Thank you for your letter of 6 November.

I see little point in re-opening the issue of the inclusion of dependent territories within the terms of this Minute. Of course if Hong Kong had discovered any strong reason in favour of this we would try. But I hope they will remember that from the beginning this has been an exercise on which the Board of Trade wished to embark for no better reason than I can see than administrative tidyness.
