Case for comprehensive restraint is still weak but,

since group limits are higher than current level of

exports, I recommend acceptance mainly on EEC common

policy arguments. Remaining specific limits are broadly

justifiable on threat of market disruption.

Benelux have announced intention to present case

and seek consultations on men's and boys' synthetic

rainwear, other outergarments (anoraks and similar

jackets?), and trousers. I explained basis on which we

have conceded in other markets, emphasising Article

XIX-type criteria, and assured them we would be prepared

to consult. They said as soon as possible, but I do not

think they expect us to be able to do so until January.
