In the course of discussing Group II, Mr. Ho said that the restraint limit agreed in Stockholm in 1968 for shirts and night garments was 2,000 which was based on the 1967 Hong Kong export figure. That figure comprised 1,150 shirts and 850 night garments.

Mr. Jordan said that in order to avoid operational difficulties and possible distortions to the normal trade pattern, in case there should be a leak of information to the commercial world, the new restraint arrangements should be put into effect as early as possible. In fact, Hong Kong had that afternoon already stopped the issue of export licences in respect of the new items being brought under restraint. If the new items could be licensed under restraint from 1st May, 1969 for 13 month period the quota limits for such items should be increased by 1/12, to which could then be added the annual levels agreed
for the old items.
