Mr. Jordan said that 1,800 should be the base figure for knitted shirts and night garments. There should also be provision for growth as laid down in paragraph 2, Annex B to the Cotton Textiles Arrangement. Baron de Geer said that Group I embraced so many items that it was rather confusing and that for the sake of simplicity, discussion should be on one quota limit for the whole lot. Discussion should be based on the import figure for the roll-back 12-month period 1st December, 1967 to 30th November, 1968, being the year terminating 3 months pre- ceeding March, 1969, when the formal request for consultations was made. He argued that the growth percentage stipulated in the Cotton Textiles Arrangement was between 5 and 0, depending on the market conditions and other factors. In his opinion the Swedish case justified exceptional consideration and the 5% growth rate could not be applied. Baron de Geer proposed a round figure of 3,300. Subsequently there were other offers and counter offers which might be summarised in the following table:
