In spite of this, Hong Kong apparently decided to impose new restraints on cotton items unilaterally, Sweden having refused to agree to these restraints in the absence of agreement on the non-cotton items. Moreover, liong Kong discussed possible restraint levels on new non-cotton items on what they described as a hypothetical basis. These restraints included provision for roll- back, i.e. a reduction in the current level of import. Hong Kong argued that an "Article XIX type case for restraint on all 5 non- cotton groups is now fairly strong".
