Hong Kong Telegram 339. I understand that there is another telegram (373) in today, in which Hong Kong say categorically that there is now no question of reaching agreement with the Swedes on the lines suggested in Paragraph 10 of 339, and that they will therefore have to agree to the renewal of talks in June. We need not, therefore, get a telegram off today.
I told you over the telephone of the amendments which Industries 1 wished to make to my draft, and it may still be useful to send a telegram on these lines next week.
The amendments suggested are, in addition to your own toughening of Paragraph 2:-
(a) to add to Paragraph 2 words to the effect that "we do not have to remind you that serious questions of principle are at stake";
(b) adding an additional paragraph on the following lines: "If the question arises, it should be made clear to Stans that as matters stand at present we and you are not committed to the continuation of the existing restraints for another year. For your information, we take this view because the Swedes have broken off negotiations. We are, of course, still less com- mitted to the extension of restraint to new products."
