Mr. Carter

I did not send the telegram to Hong Kong about the Swedish negotiations which I cleared with you in my minute of 9 May because Hong Kong telegram 373 subsequently arrived indicating that they would agree to resume consultations in Stockholm in June rather than settle in writing on 20 May because the Swedes themselves were not prepared to adopt the second alternative. Moreover Industries I, B.O.T., had suggested amendments, one of which related to the forthcoming discussions with Mr. Stans and I wished to look at the matter again in the light of these.

2. I have now drafted another telegram at which again Commodities Department will want to look, particularly on account of the reference to Stans. I think. myself, that it would be tactically right for Hong Kong to say that they were not committed even to the extension of the existing Swedish res- traints until the negotiations are complete in June and that it may stand them in good stead to be able to say this to the Americans.
