We also discussed the possibility of cotton and non-
cotton garments licensed against quota for export from Hong Kong
to Norway but not, in the event, actually imported into Norway.
Since, when the goods are imported into Norway, the Norwegian
customs authorities will retain the endorsed Hong Kong Export
Licence, we agreed that, if such a Licence is returned to the
Hong Kong exporter, this would indicate that the goods concerned
had not been imported into Norway and that the quantities
concerned would therefore be re-credited to the restraint limits.
In any case where a Hong Kong exporter produces to the
Hong Kong Commerce and Industry Department evidence that the
Norwegian buyer requires the goods not for importation into
Norway but merely for shipment to a Norwegian port in transit to
another country, the Department will license export without debiting
to the restraint limits. It is accepted that in such cases the
Government of Norway would not be prepared to admit the goods
concerned for import into Norway.
