Miss Welch was told today by Mr. Sellars of the Hong Kong office that the Hong Kong authorities had written to the Norwegian authorities asking them/het they proposed to enter into substanti negotiations on non-cotton textiles. Mr. Sellars was under the impression that there had so far been no reply. However, wo cannot be certain that arrangements have not been made through the Norwegian Consul-General in Hong Kong and for this reason alone I would prefer to see a letter sent to the Embassy in Stockholm.

2. I suppose there can be different interpretations of what is meant by the words "through us but I would take this to mean tha Hong Kong cannot enter into negotiations or conclude agreements outside the cotton field without our authority. The Canadian case is the first time, at least to our knowledge, that Hong Kong has entered into negotiations without the prior authority of the United Kingdom government and of course we are now witnessing the unfortunate results. However, I cannot see any reason for holding up the letterto the Embassy on that account and I should be grateful for your agreement that it should be sent off forthwith.
